To
support the mission of the Jasper County Sheltered Facilities Board, the board
shall promote and support quality comprehensive community services for persons
with developmental disabilities and their families in Jasper County through an
annual funding process.
The
intent of the funding process is to support initiatives, programs and
organizations which: plan, implement and carryout innovative and cost-effective
approaches for focusing resources “to provide a controlled work environment or
promote persons with developmental disabilities progress toward normal living or
to develop his or her capacity, performance or relationships with other persons,
or which provide services related to a place of residence or social centers for
eligible persons.”

· Program Support Pilot
· Capital Expenditure (building, renovations, maintenance repair, furnishings, equipment, land purchase)
· Funds must be used only for the purposes approved by the Jasper County Sheltered Facilities Board
· Funds will be dispersed after expenses have been incurred and the organization provides the Jasper County Sheltered Facilities Board with appropriate invoicing and required documentation.
· Request to carryover funds into the new fiscal year for the same purpose are due the last business day of June for board consideration at the July board meeting.
· Unused funds that were not approved for carryover will be disencumbered no later than the second quarter of the following fiscal year.
· Multiyear funding is available for large capital expenditure/equity investment requests. Capital expenditure/equity investment projects may not span more than two years.
· Second year funding is dependent upon satisfactory progress, availability of funds and board approval.
· Organizations receiving multiyear funding for a capital expenditure/equity investment project are not eligible for future multiyear funding of new capital expenditure/equity investment projects until the multi-year project is completed.

Updated funding applications and other supporting document
requirements are available at the beginning of each application cycle.
·
All applications and supporting documents must be submitted to the
Jasper County Sheltered Facilities Board at the conclusion of the application
cycle.
·
Applications will be reviewed each fiscal year and applicants
notified in May of the award of funding.
·
An Application cycle will be posted each year by December 31st.
Qualifying organizations must
· Be “Not for Profit” Corporations (IRS C 3 Status) and incorporated as a Missouri Not-For Profit Corporation or a Governmental Entity working in cooperation with the JCSFB in improving and expanding services to persons with developmental disabilities within Jasper County.
· Provide services for persons with developmental disabilities. Individuals with developmental disabilities are defined by RS Mo. 205.968 and/or Handicapped persons as defined by RS Mo. 178.900, and residents of Jasper County.
· The organization shall not utilize Jasper County Sheltered Facility Board funds to provide services to persons without a developmental disability.
· The organizations shall not utilized Jasper County Sheltered Facility Board funds to provide services to non-Jasper County residents or to perform Jasper County Sheltered Facilities Board funded services outside of Jasper County without first consulting and informing the Jasper County Sheltered Facilities Board in writing and receiving approval of the Jasper County Sheltered Facilities Board.
· The Corporation must be in good standing with the Missouri Secretary of State.
General criteria, which follow, are used to review and
evaluate applications for funding. (See
Funding Application Review Process policy for specific review criteria.)
· The extent to which the project will contribute to the advancement of and/or improvement of promoting persons with developmental disabilities progress toward normal living.
· The extent to which the project is responsible to Jasper County Sheltered Facilities Board objectives, requirements, and priorities.
· The extent to which the estimated cost to the county of the project is reasonable, considering the anticipated results.
· The extent to which the project personnel are well qualified by training and/or experience for their roles in the project and the applicant organization has adequate facilities and personnel.
· The extent to which, insofar as practicable, the proposed activities, if well executed, are capable of attaining project objectives.
· The strength of the project’s plans for evaluation.
Matching
funds, either in cash or in-kind, is strongly encouraged and preferred, although
it is not required, on all funding projects. Preference will be given to applications that have matching
funds other than from Jasper County Sheltered Facilities Board.
Funding
is dependent upon, availability of funds and Jasper County Sheltered Facilities
Board application review criteria process.
Past
funding of a program or project does not guarantee or entitle the organization
to future funding. Each program and
each application is evaluated on an annual basis.
Program Support Continuation is defined as a program or service that has been successful at meeting program goals, objectives and outcome measures and has been funded by the Jasper County Sheltered Facilities Board in the past.
Program Support applications allow the Jasper County Sheltered Facilities Board to continue to support initiatives, programs and organizations that plan, implement and carryout innovative and cost-effective services.
A Pilot Project is defined as a program or service that tests a new concept so that learning can be shared with the whole community. All pilots must impact the outcome(s) of the Jasper County Sheltered Facilities Board strategic plan. A pilot project allows the flexibility to prove ideas and/or concepts while sharing the financial risk of conducting the pilot.
A Pilot Project is
intended to be funded for a defined period of time. The applications must include the organization’s future
funding demonstration for the pilot.
Organizations are required to complete a business/marketing plan along with the long-term funding plan, including projections of Jasper County Sheltered Facilities Board’s funding share.
Items must be for the direct use of individuals with developmental disabilities or necessary to maintain a direct service program. Items must also be necessary to achieve the targeted outcomes of the program.
Examples are:
Therapy equipment
Machinery
Furnishings
Computer equipment and technology
Maintenance and repair
Purchase of land, building renovations, equipment or vehicles
The Jasper County
Sheltered Facilities Board will hold
contracted timelines for items exceeding $10,000. Jasper County Sheltered Facilities Board will outline a
prorated schedule in each funding contract indicating the number of years of the
Board's investment and repayment schedule, if the contracted expenditure is no
longer utilized for its' funded purpose. If
the asset is sold or is no longer used to support individuals with developmental
disabilities, the agency is required to return either the original investment or
the value of the investment at the time of sale or disuse to the Jasper County
Sheltered Facilities Board.
Organizations are required to complete a business/marketing plan along with the long-term funding plan, including projections of Jasper County Sheltered Facilities Board’s funding share for any new business or expansion project. This does not include those projects that are requesting funds for replacement of existing equipment or facilities. All Capital building or renovations projects will be paid utilizing a title company.
Capital
Expenditure applications for new business or expansion will be considered only
if containing the following information
1. Capital Building
a. Description of Project and benefits to persons served
b. Projected timeline for initiation and completion
c. Business Plan as stated above
d. Land Site and value
e. Architectural Plans or equivalent
f. Cost Breakdown for entire project
g. Bid Letter as sent out to prospective contractors
h. 3 submitted bids including the bid accepted
i. Estimated Appraised or Market Value upon completion of project
2. Capital Renovation
a. Description of Project benefits to persons served
b. Projected timeline for initiation and completion
c. Architectural Plans or equivalent
d. Preliminary Cost Breakdown for entire project
e. Bid Letter as sent out prospective contractors
f. 3 submitted bids including the bid accepted
g. Estimated Appraised or Market Value upon completion of project
1. Purchases under $500 - must be approved by the JCSFB funding process
2. Purchases between $500 and $2,500 - Quotations from at least three sources of supply should be obtained, if obtained by telephone, a written record made of the company, the person giving quote, the telephone number and the prices quoted.
3. Purchases between $2,500 and $15,000 – In addition to (b) the purchaser will seek a minimum of three written bids in place two the telephone bids. Faxed bids are acceptable.
4. Purchases over $15,000 - A formal advertised competitive bid process will be required. Quotations will be obtained from at least two suppliers on a sealed bid basis. The JCSFB Director must be present upon the opening of the sealed bids. A bid sheet must be generated and presented to the Jasper County Sheltered Facilities Board of Directors listing all specifications and bid prices.
5. Formal Advertised Bid - Notice and publication of an advertisement for five days in a daily newspaper in the county where the work is located, or at least twice over a period of ten days or more in a newspaper in the county where the work is located, and in two daily newspapers in the state which do not have less than fifty thousand daily circulation, and by such other means as are determined to be most likely to reach potential bidders. (Statute Reference 34.040)
If a situation arises that:
(1) Endangers the health and/or safety of persons with developmental disabilities,
(2) Endangers the health and/or safety of persons providing support services for persons with developmental disabilities, or
(3) Endangers fundamental service continuation, the Jasper County Sheltered Facilities Board may declare this an emergency.
(4) Unexpected Funding Opportunities and/or Redirection of Funds.
Under such conditions, the Jasper County Sheltered Facilities Board may appropriate funds out of the normal funding cycle to immediately address a desirable opportunity, eliminate danger or stoppage of service.
Normal procedure for Off Cycle funding requests:
1. If requesting funding for a new program, program expansion or new project the requesting agency will complete the appropriate funding application.
2. If requesting a redirections of funds for the same funded purpose or an increase of units provided the requesting agency will submit a letter explaining the redirections intended purpose or the cause for an increase in units provided.
3. Funding applications or letters of request are to be submitted to JCSFB the first Monday of the month to be reviewed at the Executive Committee meeting.
4. The Executive Committee will review the application to insure that it is complete and review finances to insure funding feasibility.
5. The Executive Committee will formally request any clarifications from the submitting agency.
6. The full application will be sent out with the next available board packet to insure full Board review.
